As administrator of the LJI Program since 2019, QCNA has established an equitable formula for distributing LJI funds, approved by Canadian Heritage, to maximize the number of recipient newspapers that will serve official-language English minority communities in areas of civic news poverty.
A reminder that you should clearly indicate in your grant application the English-language news deserts (communities and regions) and civic topics your newspaper wishes to cover.
Since LJI funds are public funds, we would like to remind you of QCNA’s accountability and risk management obligations to the Government of Canada. The LJI is a federal program governed by Treasury Board of Canada guidelines. Consequently, QCNA, as an Administrative Organization, was chosen to manage LJI funds in the redistribution model through Canadian Heritage and as an Administrator of the LJI, must comply must comply with the Treasury Board of Canada’s accountability and risk management requirements.
Recipient media are also subject to the same rules and requirements.
The Government of Canada is committed to promoting healthy workplaces, where harassment, abuse and discrimination are not tolerated. Organizations that receive funding from Canadian Heritage must take steps to provide a workplace free of harassment, abuse and discrimination.
Since LJI funds are federal public funds, QCNA must ensure that all LJI-funded media outlets have in place an anti-harassment, anti-bullying and anti-discrimination policy, as well as a related complaint management procedures in place that comply with applicable labour legislation.
