LJI Program Funding Allocation Formula

As administrator of the LJI Program since 2019, QCNA has established an equitable formula for distributing LJI funds, approved by Canadian Heritage, to maximize the number of recipient newspapers that will serve official-language English minority communities in areas of civic news poverty.

QCNA’s Accountability to the Government of Canada

Since LJI funds are public funds, we would like to remind you of QCNA’s accountability and risk management obligations to the Government of Canada. The LJI is a federal program governed by Treasury Board of Canada guidelines. Consequently, QCNA, as an Administrative Organization, was chosen to manage LJI funds in the redistribution model through Canadian Heritage and as an Administrator of the LJI, must comply must comply with the Treasury Board of Canada’s accountability and risk management requirements. 

Recipient media are also subject to the same rules and requirements.

Government of Canada Workplace Well-Being Requirements

The Government of Canada is committed to promoting healthy workplaces, where harassment, abuse and discrimination are not tolerated. Organizations that receive funding from Canadian Heritage must take steps to provide a workplace free of harassment, abuse and discrimination.

Since LJI funds are federal public funds, QCNA must ensure that all LJI-funded media outlets have in place an anti-harassment, anti-bullying and anti-discrimination policy, as well as a related complaint management procedures in place that comply with applicable labour legislation.

  • Before signing your grant agreement, recipients will need to provide a federally compliant policy (adopted by the Board of Directors if you’re an NPO).
  • If your newspaper does not have such a policy in place, you may adhere to a generic policy that will be provided to you when you sign the agreement.
  • All journalists (employees or freelancers) should receive copies of these policies when they sign their 2024-2025 contract.
  • All journalists (employees or freelancers) employed under LJI will be asked to sign a journalist acknowledgement ensuring that the person has received the the policies (template provided by QCNA) and understand their responsibilities as a LJI Journalist under the publications contribution agreements, and the Creative Commons Licence as adapted by the QCNA.
